SPARC selects and backs the organisations and programmes that will make New Zealand the world's most active nation with the most effective sport and physical recreation systems.
SPARC selects partners for investment in two key ways.
1. Recognised organisations
SPARC 'recognises' national organisations (both sport and recreation) that satisfy particular criteria.
The criteria have been developed to ensure that prospective investment partners have the potential to make a significant impact on SPARC's vision, and that they are the most appropriate organisations for SPARC to partner with in the sector.
Recognition by SPARC does not mean funding. SPARC decides which organisations it invests in on the basis of their internal capability, the quality of their programmes and plans, the reach of the organisation and the impact expected from the investment.
As a minimum, recognised organisations must:
- have as their primary purpose the management and delivery of sport and recreation, or the provision and maintenance of an environment that supports the opportunity for physical activity and sport
- have a legal status - as a charitable trust or incorporated society - and a history of active existence
- be the sole national body representative for their code (and be significantly different from other organisations claiming responsibility for that sport or recreation activity)
- have a mandate from their membership or participants and be the member in New Zealand of the relevant international body
- have and implement policies that meet SPARC's requirements.
The recognition status of national organisations is reviewed from time to time, to ensure the original criteria are still being met.

Key investment initiatives through NSOs and NROs include:
- coaching initiatives
- high performance investment
- participation initiatives and organisational development
- performance enhancement grants (PEGs)
- Prime Minister’s scholarships
- capability enhancement programmes.
2. Targeted investment partners
The second selection method is an internal process aimed at delivering targeted investment initiatives that will have the maximum impact on achieving SPARC's vision. While some of these initiatives may be delivered through recognised national bodies, the main delivery partners are selected (by application) from among key stakeholders such as local authorities, schools and regional sports trusts.
