Investment

basketball players in action Between August and November 2010 SPARC is implementing the fifth year of the High Performance Project Based Investment process. During this process project investment for 2010 is reviewed, and decisions on 2011 investment made.

2010 High Performance Project Based ‘Contestable’ Investment Process

This year’s process will be similar to that implemented in 2010, with applicants asked to complete and submit a summary application form. The template will be available from 30 August. A fully detailed High Performance Plan is not required.

Investment process

Following receipt of the applications, face-to-face meetings may be arranged between the NSO and the SPARC investment panel.  In these meetings NSOs will have the opportunity to present the key components of the project plan, and address any questions that the panel may have. The meetings will be scheduled within a one week window from 29 November to 3 December, and are likely to be conducted in both Auckland and Wellington.  The application template will outline the process for submitting an application.

The SPARC investment panel will also meet with those sports on multi-year investment agreements (being women’s football and men’s softball). Dates will be confirmed in advance with these sports.  This process replaces the previous use of status reports.

Criteria for investment

 Previously, investment has been based on the ability to deliver the following outcomes :
• Creditable Olympic Games performances (ability to move beyond first round for team sports, top 16 placing for individual sports);
• Medal winning world championship / world cup performances;
• Medal winning Paralympic Games performances;
• Medal winning Commonwealth Games performances;
• Creditable Winter Olympic Games performances.

For the 2010 process SPARC will be looking to provide further guidelines around relevant considerations for investment. These guidelines will be available with the application form.

All projects will be weighed up in relation to each other, and their ability to deliver outcomes aligned to SPARC’s high performance strategy.  An ability to meet the above criteria does not guarantee investment. Final decisions are at the discretion of the SPARC Board.

Over recent years applications have increasingly focused on campaigns only.  While campaigns will remain a major component of the investment, sports are reminded that high performance projects that help lead to the achievement of the outcomes listed above are all eligible for consideration, and may include (for example only) talent transfer, accelerated athlete development, coaching, etc.

The purpose of this application is to give SPARC a brief overview of the project you are seeking support for.  The closing date for applications is 1.00pm, Friday 19 November.

  • 30 August: Application form available

  • 29 November-3December: Meetings between NSOs and the investment panel (if required)
  • 14 December: SPARC Board to review investment recommendations
  • 17 December: Communication of investment decisions
  • From 1 January 2011 New investment begins
