Sport and Recreation New Zealand Act 2002

SPARC's functions are set out in section 8 of the Sport and Recreation New Zealand Act 2002.

In a general sense SPARC has been charged with improving the wellbeing of New Zealanders through sport and physical recreation - this includes the physical, mental, social, cultural, environmental and economic benefits offered by participation in sport and physical recreation.

Getting Set for an Active Nation

The establishment of SPARC in January 2003 followed the recommendation of a Ministerial Taskforce on Sport, Fitness and Leisure that a new entity be established that would be capable of:

  • providing clear direction in shaping sport and recreation policy
  • providing increased levels of funding, and
  • leading change in sport and physical recreation.

The Taskforce's report, 'Getting Set for an Active Nation' (also known as 'The Graham Report') identified problems in the sector, and sets out a 25-year vision.
